Jessie Sylvester Ray Plemmons was born 18 April 1866 in Leicester, Madison County, North Carolina. He was the oldest of seven children born to Levi J. and Catherine Bright Plemmons. On 14 March 1886, he married Lourie LuVema (Lou L.) Luther in Spring Creek, Madison County, North Carolina. Seven children were born to this marriage.
Lou L. Plemmons died 17 February 1920 in Knoxville. She and her children are buried in the Glen Alice Cemetery just about five miles south of Rockwood. On 3 June 1923, he married Sarah Davis Rose (the widow of Preacher Rose- the minister of the Glen Alice Church where J.S.R. and Lou L. were great church workers). She died in 1938. Jessie died 6 February 1947 in Rockwood, Roane County, Tennessee. He is buried by request in Woodlawn Cemetery out on the Woodlawn Pike in Knoxville, Knox County, Tennessee, next to his second wife. from Our Blalock Beginnings
